I saw a Forma for a Hero who has never appeared in the Hall of Forms event being used. Why?

In the Binding Worlds event, it is possible to make a Hero who has appeared from the start of the Fire Emblem Heroes game up until a certain time your ally as a Forma, even if they have not yet appeared in the Hall of Forms event.
